18th Street Pedestrian Mall

For more than a century, Kansas City’s Historic 18th & Vine District has stood as one of America’s most significant African American cultural destinations, the birthplace of Kansas City jazz and home to legendary artists including Charlie Parker, Count Basie, Jay McShann, and countless others. Once a thriving center of commerce, entertainment, and community life during the 1920s and 1930s, the district has remained the focus of decades of strategic public and private investment aimed at restoring its economic vitality while preserving its rich cultural legacy.

As a long-standing partner in the district’s revitalization, Taliaferro & Browne has played a pivotal role in many of the infrastructure and community development projects that have shaped 18th & Vine’s resurgence including the MLB Urban Youth Academy, the Zhou B. Arts Center, and The Parker Apartments. Building upon that legacy, Taliaferro & Browne was selected to lead the planning and engineering for the transformative 18th Street Pedestrian Mall, a signature project within Kansas City’s broader Revive the Vine initiative.

The project reimagined approximately three blocks of 18th Street, from The Paseo to Woodland Avenue, as a flexible, pedestrian-first public space designed to support year-round community activation. Traditional curbs, gutters, and on-street parking were removed to create a seamless streetscape where pedestrians, vehicles, and special events can safely coexist. Expanded 25-foot sidewalks, decorative paving, enhanced landscaping, architectural lighting, street furnishings, and a new public plaza adjacent to the historic Gem Theater establish an inviting civic gathering place while preserving vehicular access when events are not taking place. Decorative gateway features and event infrastructure allow the corridor to be closed for festivals, concerts, farmers markets, cultural celebrations, and other community events. The project also restored and incorporated the American Jazz Walk of Fame medallions, reinforcing the corridor’s cultural identity.

Taliaferro & Browne provided comprehensive planning, civil engineering, utility coordination, construction administration, and stakeholder collaboration throughout the project’s development and implementation. The team worked closely with the City of Kansas City, MO, local businesses, cultural institutions, neighborhood stakeholders, residents, and project partners to create a space that balances mobility, accessibility, economic development, and historic preservation.

Completed in 2026, the 18th Street Pedestrian Mall serves as the front porch of the Historic 18th & Vine District and is a vibrant destination that celebrates Kansas City’s cultural heritage while creating new opportunities for business growth, tourism, neighborhood activation, and community gathering. As one of the cornerstone investments in the more than $400 million Revive the Vine initiative, the project positions the district for continued economic development and reinforces its place as one of Kansas City’s premier cultural destinations for generations to come.
